Compute the 1-norm of a matrix.

Description
The Matrix 1-Norm block computes the 1-norm, or maximum column-sum, of an M-by-N input matrix, A.
A length-M 1-D vector input is treated as an M-by-1 matrix. The output, y, is always a scalar.
